I think it depends on where the assistance is targeted. The video seems to insinuate that stimulus monies should go to small businesses, assuming business owners would reinvest the funds into their businesses, thereby allowing them to remain open. But if the general populace doesn't have disposable cash to patronize those businesses, what's the point?
