California Homelessness: New Policies to Address an Intractable Problem
The policy of “housing first” has not helped alleviate California’s homelessness problem. California may wish that substance abuse and mental disabilities were not a factor for the homeless, but pretending they don’t exist has only exacerbated homelessness. Providing treatment first while moving toward earned housing is an effective policy for permanently reducing homelessness that works across the country.
