Is a flat tax more or less fair than a progressive tax? Why?

A flat tax is more fair, especially with loopholes removed so that less tax avoidance can happen. Even more fair would be a consumption tax with exemptions for lower income people. This would incentive savings, and would also make it such that the wealthy would pay their "fair share" when they buy expensive toys and such, including those who operate outside the laws engaging in things like drug trade. They would pay when they "buy their toys".
