Why does the United States currently favor family reunification over employment when it comes to permanent residency limits?

Misguided perceptions. If someone comes here to make a better life for the for themselves and over their family then Employment should be the consideration regarding residency limits. Past administrations had always hoped to develop voter base by promoting family over employment and then providing state aid to those who find a way to qualify. In a lot of ways this will create a dependent class. Utilizing employment as the base would ensure that they could at least provide for themselves.
